About the Position: Incumbent serves as an agent of the commander of Kansas City District on accounting, financial, and managerial issues that require examination. Performs quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up.
Duties
Incumbent serves as an agent of the commander of assigned organization on accounting, financial, and managerial issues that require examination by a financial professional.
Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems.
Audits automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial events and operational data used by local management.
Performs a variety of assignments that are without precedent and that require considerable ingenuity in devising an approach.
In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies.
May distribute and monitor workload among lower-graded auditors in accordance with established workflow or job specialization to ensure timely accomplishment of the assigned mission.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 2 years of hire date.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In addition to meeting the Basic Requirement in the Education Section, to qualify for this position you must also meet the Specialized experience qualification requirements listed below:
GS-11-Specialized experience:
One year of specialized experience which includes performing audit assignments of medium complexity; performing survey work to identify potential operating problems; applying Government Auditing Standards and a wide range of evaluation techniques in gathering, documenting, and summarizing data; independently completing work papers; and contributing to audit reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as auditing or accounting. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. Have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).
GS-12-Specialized experience:
One year of specialized experience which includes performing complex professional audit activities involving the analysis of accounting data and/or the operational practices for an organization; Studying limited background material to gain program information and preparing audit plans based on use of the most appropriate techniques; independently Preparing working papers and files in accordance with Government Auditing Standards; and Preparing reports, which present findings, identifies causative situations and recommends corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
