The Primary purpose of the position is to provide a broad range of support to
the Purchased Home & Community Based Service (H&CBS) Programs. The Purchased H&CBS
Program Support Assistant position will also assist other GEC Service programs for administrative
support where efforts are needed.
Duties
Major duties include, but are not limited to the following:
The Purchased H&CBS Program Support Assistant acts as a liaison between Purchased H&CBS
Program teams, Veterans, their families/caregivers, and medical center staff. The PSA accepts
telephone calls from patients/caregivers, Purchased H&CBS Program staff, other VA staff, and/or
community agencies, regarding program inquiries, patient care concerns, etc. He/she obtains as
much information as possible, provides information and resolves problems independently when
possible, prioritizes, and makes decisions regarding caller referral based on specific caller needs.
The incumbent confirms completion of required program documentation/forms, organization of
documents/records, and scans into appropriate file eFile for necessary access as needed. The
incumbent maintains accessible hard copy files of Purchased H&CBS Programs licenses, contract
agreements, and other required forms and documents necessary to comply with program
requirements for use in case of computer failure.
Develops tracking databases and systems for budget management and expenditures for programs,
staffing, equipment, and supplies for the Purchased H&CBS Programs as assigned. Assists with
the preparation and tracking of equipment inventories, service agreements, provider and staff
training certificates and various other administrative requirements related to the program. Assists
Purchased H&CBS Program Contracting Officer Representative (COR) by reviewing claims,
following up with Community agencies, Community Care Service, and Payment Operations
Management (POM) as needed.
Work Schedule: M-F 08:00-16:30

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there
may be some walking, standing, bending, carrying of light items (medical records, computing
devices, IT equipment, manuals, papers, books, small parts), or driving a government vehicle. The
work requires manual dexterity for computer data entry, office machine operation and filing.
However, in general, the work does not require unusual physical demands. The work does require
emotional stability to resolve crisis situations. Limited travel between VA NCHCS sites may be
required on an Ad Hoc basis.

Qualifications

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge sufficient to recognize which information is or is not relevant to the program at hand. Ability to perform, plan and organize work in situations where numerous demands are made. Skill in operation and routine maintenance of facsimile and copier machines, as well as personal computers and printers. Knowledge required to coordinate the work of the office with other offices, and for recognizing the need for such coordination in various circumstances. (This experience must be well documented in your resume.)
There is no educational substitution for the GS-07 level.
