To serve as an Acquisition Test Manager and provide guidance and assistance for Air Force Life Cycle Management Center (AFLCMC) system acquisition programs and develop, implement, and monitor processes to manage the cost, schedule, conduct, and overall strategy of test and evaluation within the various phases of the acquisition cycle.

Duties

Provides technical guidance, advisory support, and assistance on test and evaluation (T&E) matters, such as test planning and implementation, test conduct, resource control, and reporting. Provides assistance to program/project officers to ensure effective T&E management; gathers and disseminates T&E lessons learned. Interprets a wide variety of USAF, DOD, and AFMC regulatory, policy, program, and authorization information to identify appropriate applications to Center programs. Works with both customer and senior functional program managers to advocate for and/or devise innovative solutions to challenging acquisition life cycle oversight and management problems. Serves as an advisor for current and proposed T&E guidance, as a specialist in the area of test and evaluation (T&E) management, identifies T&E guidance issues impacting the acquisition of aeronautical systems, subsystems, and support equipment. Interprets guidelines and uses judgment, discretion, and research in determining intent. Recommends, develops and proposes policies to identified problems. Develops and disseminates T&E management policies and procedures for test planning and implementation, test conduct, resources control, and reporting. Represents the organization and higher management echelons and provides status information on assigned T&E projects/programs, as required, in high level meetings and discussions with senior government officials, both within and outside the Air Force and the DOD. Prepares, presents, defends, and interprets staff studies to the program director and/or other management officials. Participates in conferences and meetings to deliver presentations on T&E project/program status, accomplishments, challenges encountered and anticipated, support requirements, technical developments, program changes, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing date of this announcement, at least one year of specialized experience at the next lower grade (GS-11) or equivalent in other pay systems. Examples of specialized experience includes experience developing, monitoring, implementing processes to manage contractual, financial, and overall strategy of the acquisition cycle in the area of test and evaluation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, principles, policies, and practices of test and evaluation as it relates to systems acquisition. 2. In-depth knowledge and understanding of the entire weapon system acquisition process, from both managerial and technical perspectives; possesses a thorough working knowledge if the disciplines involved, including contracting, financial management, logistics, configuration and data management. 3. Knowledge of the mission, functions, organizational structures, operations, and roles of DOD, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Skill in staff level planning, organizing, and overseeing critical test and evaluation aspects related to the development, production, and support of systems, subsystems, and equipment. 5. Ability to prepare and review critical program-specific documentation with regard to test and evaluation and to develop and execute a test and evaluation strategy. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 7. Ability to establish and maintain effective working relationships with individuals and groups, within and outside the immediate work unit PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
