Duties
Reporting to the General Manager, Business Operations Food and Hospitality, Marine Corps Community Services MCBH or his designee, this position provides technical expertise in assisting the Contracting Officer (KO) in the management and administration of contracts for good and services with MCCS from the time of award through the contract¿s expiration or termination and final retirement of records. Performs Contracting Officer Representative (COR) duties for food (clubs, branded fast food, grab n go, food truck, fast casual) and hospitality (Mokapu Recreational Lodging) service contracts. Appointed by the MCCS Contracting Officer (KO), oversees contractor performance, ensures adherence to the terms and conditions of the contract, and coordinates with the KO for issues that cannot be resolved at the lowest level. Performs as liaison between the contractor and Contracting Officer on technical and administrative matters, including contract modifications, relating to the contract. Monitors activity and operations of contractors, concessionaires, and their employees to ensure compliance with the operational terms of the current contract and base regulations. Analyzes contractor¿s performance, performs inspections and acceptance of supplies and services, approves payments, ensure brand standards (both Franchiser and MCCS) are within acceptable parameters and recommends solutions to problems or concerns during the contract period. Documents all actions and decisions. Responds to customer issues on a timely basis. COR will partner with contractor to increase sales and revenue and improve customer satisfaction. COR will use metrics derived from MCCS direct run operations to inform contractor of traffic patterns, customer demographics, marketing opportunities and opportunities for community outreach to drive business. Informs the Contracting Officer of potential performance problems. Handles routine matters, contract files, and forwards information to Contracting Officer. Inspects and accepts products and services, reviews and approves invoices. Prepares periodic COR reports which may include Contractor Performance Report, COR Business Review, Inspections, and HQ-COR or L-COR reports. Works with all contractors and sanitation standards and reviews Preventive Medicine inspecting reports. COR is responsible for monthly reporting to SSC for all contracted activities under their purview.

Qualifications
Must have three years related education or successful experience in contracting/concessionaire operations, business administration, accounting procedures, and personnel supervision. Successful completion of Contracting Officer Representative (COR) Training within thirty (30) days of appointment and must be able to successfully pass required biennial training. Ability to plan, implement and enhance the program. Must have good customer service. Must be thoroughly familiar with and have a complete understanding of MCCS policies, orders and regulations. Must have the ability to communicate effectively either through verbal communication or and in writing. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
