Duties
Serves as the Program Manager for the evaluation of bulk petroleum purchase programs including the full range of tasks associated with fulfilling the mission.
Recognized as the expert and chief advisor to the Director of the Bulk Petroleum Business Unit on Bid Evaluation Model (BEM) implementation, training, and related business process solutions supporting the bulk fuels commodities.
Oversees and manages the automated evaluation process in support of all bulk petroleum purchase programs.
Plans and executes program evaluations in conjunction with other business units that support the bulk petroleum supply chain including rate reviews, arc/node reviews, and requirements verification.
Executes the full spectrum of quality assurance functions, ensuring that BEM runs, input/output and award recommendations accurately reflect the overall lowest laid down cost of the purchase program.
Serves as the functional expert for the implementation, use, and maintenance of the Bid Evaluation Model (BEM) in the evaluation of bulk petroleum program purchases.

Qualifications
To qualify for a Bulk Petroleum Purchase Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides technical support to Bulk Petroleum personnel, customers, and suppliers on input, application, and use of BEM output
Applies expert knowledge of bulk contracting process and procurement regulations to ensure the evaluation is conducted in accordance with the terms and conditions of the solicitation as well as applicable procurement regulations
Possess skills to assess impact of proposed initiatives on business processes and existing systems components through all phases of system implementation - evaluations, recommendations, development testing and fielding

Substitution of education may not be used in lieu of specialized experience for this grade level.
