This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Human Capital and Talent Management, Office of the Assistant to the Administrator at the U.S. Agency for International Development (USAID).
Duties
Executes liaison operations with the agency’s contracting office for critical programs and activities. Creates standard operating procedures. Directs procurement/acquisition liaison operations for critical programs with broad agency impact.
Provides technical direction for current and future projects, monitors the contractor’s progress in achieving project objectives, reviews deliverables, and ensures partners adhere to schedules and budget
Monitors implementation of project objectives, reviewing metrics on an ongoing basis, providing updates to leadership, and recommending course corrections as data becomes available,
Assesses program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of an agency.
Directs diverse organizational functions that affect critical aspects of agency acquisition programs. Facilitates organization-wide knowledge of effective techniques for planning, processing and managing acquisitions.
Provides constructive and creative suggestions for end-to-end HR and agency-wide solutions to improve the acquisition process. Coordinates and tracks COR training opportunities and requirements.
Manages contract financials in accordance with agency’s policy and Federal Acquisition Regulations (FAR) and prepares analysis and recommends course corrections to organization leadership and implementing partners as needed.
Requirements

- Must be able to obtain and maintain a Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes
Coordinating and collaborating with program teams and contracting office staff to ensure product solutions are appropriately scoped and contribute to achieving project's objectives.
Working with the contracting officer to ensure prudent management of agency funds.
Promote efficient and compliant acquisition best practices by preparing and updating as necessary organizational/office-wide policy and procedures for acquisition and contract management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
