The incumbent serves as the Chief Financial Officer (CFO) and is the Commission's expert on financial management and budgetary matters, responsible and accountable for making decisions related to budget/financial matters and oversees the FMC's budgetary and financial work with other offices/bureaus.
Duties
As a Financial Manager (Chief Financial Officer), you will:
Oversee all budgetary functions of the Office of Budget and Finance (OBF) in performing systematic assessments of management controls, financial/operating systems, and policies/practices affecting the financial condition and operating results of the agency's entire budget process/activities.
Provide instruction to management officials for budget calls, and other budget formulation, or execution processes. Advise high-level manager and senior officials on matters pertaining to all phases of the Federal budget process, including procedure, judicial, and policy interpretation.
Lead agency-level budget formulation, justification, and execution activities/process. Interpret broadly stated guidance from the Office of Management and Budget (OMB), Congress, and agency policy regarding budget formulation and execution activities.
Lead and develop the annual budget process applying Congressional, OMB, and agency guidance and integrating the FMC's strategic plan.
Prepare budgets for submission to high-level officials and OMB.
Develop briefing material to assist the Chairman and senior staff with presentation and defense of the FMC's budget before OMB and Congress. Provide expert testimony and answers for the record.
Analyze highly complex reports with obligations, costs, and workforce deployment in relation to approved programs, agency requirements, and available funds.
Contact, advise, and collaborate with high-ranking officials such as FMC leadership, top Congressional staff officials, state government executives, legislative leaders, and/or executives of comparable private-sector organizations.
Provide authoritative guidance in the resolution of complex problems or issues impacting major programs.
Resolve the most complex problems regarding programs, including predicting and forecasting budgetary obligations.
Represent the Commission during discussions on services and support from the U.S. Department of Treasury, Bureau of Fiscal Service (BFS) which provides financial management support services for the Commission.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes providing overseeing full range of budget and financial management functions/responsibilities including budget formulation and execution, financial reporting, and operation of related systems that support an agency's financial management processes; performing assessments of management controls, financial/operating systems, and policies/practices affecting the agency's entire budget process/activities; formulating strategic objectives and priorities for budget and financial management programs, consistent with regulatory requirements, guidance, and agency strategic goals.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
