This position is located in Pension and Fiduciary (P&F) Service. Pension and Fiduciary (P&F) Service administers the pension programs and fiduciary activities for compensation, dependency and indemnity compensation (DIC) and pension beneficiaries Department of Veteran's Affairs Veterans Benefits Administration. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension benefits and fiduciary activities worldwide.
Duties
Specific duties include:
Prepares Recruitment packages, SF-52's, developing job analyses, position descriptions, and reviews performance appraisals for technical accuracy
Performs onboarding responsibilities for newly hired Pension and Fiduciary Service employees to include obtaining systems access, and ensuring supplies and equipment are available upon a new employee's arrival.
Completes Personnel Identity Verification sponsorships for employees and are issued consistent with agency guidelines
Reviews all national level correspondence for Pension and Fiduciary Service. This includes high-level, sensitive correspondence. Responsible for the management and final development of all action items such as data calls, FOIA, IG and GAO requests, and congressional correspondence
Prepares various recurring and special administrative reports. Consolidates information into a usable format and prepares reports based on established regulatory procedures or logical assembly of data where there are no established reporting formats
Provides support in All Employee Survey (AES) coordination and in relative surveys which requires VBA/P&F Service participation and support. Provides updated information and written reports on special events in support of AES and Employee Engagement activities
Reviews and manages executive staff inquiries and correspondence and assigns VIEWS to the appropriate P&F Service liaisons/Subject Matter Experts (SMEs) and tracks completion of VIEWS for timely completion
Conducts formal and informal presentations, as required, to justify and defend programmatic aspects of mission critical programs. Participates in the preparation and presentation of briefings to high-level officials regarding study results
Provides management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems.
Formulates and implements administrative management policies, procedures, operations, goals, and objectives
Assists in assigning P&F Service taskers through SharePoint by maintaining oversight of P&F Service mailbox
Serves as Pension and Fiduciary Service's secondary timekeeper and subject matter expert on all timekeeping and VATAS related responsibilities and actions
Serves as a purchase card holder for Pension and Fiduciary Service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12, GS-13..

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/25/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Human Resources Management principles, concepts, regulations, and practices, analytical methods and techniques. Utilize automated management tools in order to review and analyze data and generate management reports.
GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Human Resources Management principles, concepts, regulations, and practices, analytical methods and techniques, and consultative skill sufficient to resolve problems. Utilize automated management tools in order to review and analyze data, generate management reports, conduct studies, prepare management advisories, and/or develop the most efficient and effective automated systems approaches for management, etc.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
