Duties
Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners.
In this position, you will serve as a Supervisory Program Manager. Typical work assignments include:

Serving as the Branch Chief for the Election Infrastructure Subsector Risk
Management Agency (SRMA) within NRMC's Election Security & Resilience (ESR) Subdivision, responsible for ensuring the programmatic and administrative requirements of the SRMA are met, including the management of the Government Coordinating Council, Subsector Coordinating Council, and processing of sector
security clearance nominations.
Leading, managing, directing, and planning SRMA requirements in the service of
stakeholders of the election security mission.
Assessing and providing strategic direction for resolution of mission-critical problems, policies, and procedures. Working with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques.
Identifying and proposing solutions to management problems which are of major importance to planning program direction. This work also includes devising and exercising a high degree of originality in formulating and evaluating new approaches to analyzing cyber and infrastructure risk.
Leveraging current threat information to provide recommendations and program changes and internal subject matter expertise in high-priority subject areas, including the interconnectedness of cyber and physical risks, infrastructure development and recovery, counter-terrorism activities, etc.
Managing programmatic inputs into Human Resources, Budget, and contract management processes for the SRMA in coordination with ESR Program Management Office. Oversees programmatic responsibilities to information management requirements, including FOIA, Audit Liaison, SharePoint, Records Management, and
Executive Secretariat.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.

You qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:
Developing programs, policies, and guidelines in the area of election security activities;
Providing strategic direction in resolving mission critical problems, policies, and procedures and recommending the development of new policies, methodologies, and techniques;
Providing guidance to leadership for planning, allocating resources, and developing short- and long-range goals; and
Coordinating, leading, and sponsoring the strategic analysis of national security environment, resilience and infrastructure development and recovery, counter- terrorism activities, threat-based policies and programs, business continuity, and the impacts on physical and cyber critical infrastructure security and resilience

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
