This position is located within the Department of Veterans Affairs (VA), VHA, VISN 6, at the Fayetteville VAMC, in Fayetteville, NC, within the Outpatient Ambulatory Care Section of the Health Administration Service (HAS). This position serves as the Section Chief within Outpatient Ambulatory Care. This position will also be required to be available for rotating shifts, weekends, and holidays due to the fact that some of this position's subordinates are required to work these schedules.
Duties
Duties include but are not limited to the following:
Plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work
Has regular meetings with subordinates in different sites of care to plan for daily, weekly, and long term needs and to adjust schedules accordingly
Assigns work to subordinates based on priorities, the selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Evaluates the work performance of subordinates and is responsible for their performance plans/standards, evaluations, and ratings
Gives advice, counsel, or instruction to employees on both work and administrative matters
Serves as a mentor, coach, instructor, and subject matter expert to direct and indirect reports
Interviews candidates for positions in the unit and recommends appointments, promotions, or reassignments to such positions
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
Proposes and works with HR (for guidance on proper methods and documentation) to issue disciplinary actions
Identifies developmental and training needs of employees, providing or arranging for needed development and training
Finds and implements ways to improve production or increase the quality of the work directed, to promote team building, or to improve business practices
Employs lean management thinking, system redesign principles, and other change leadership concepts in order to promote efficiencies and strive for highest standards
Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank
Ensures the reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or ensuring comparable equity in the assessment by subordinates
Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel
Evaluates subordinate supervisors or leaders and serves as the reviewing official on evaluations of supervisory and nonsupervisory employees rated by subordinate supervisors
Recommends selections for subordinate supervisory and nonsupervisory positions
Recommends selections for work leader, group leader, or project director positions responsible for coordinating the work of others, and similar positions
Hears and resolves group grievances or serious employee complaints
Reviews and approves serious disciplinary actions (e.g., suspensions) involving supervisory and nonsupervisory subordinates
Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the Service
Determines whether contractor performed work meets the standards of adequacy necessary for authorization of payment
Approves expenses comparable to within-grade increases, extensive overtime, and employee travel
Maintains and recommends awards and bonuses and manages the overtime budget, subject to approval by higher level officials, supervisors, or others
Gathers data and prepares written correspondence in reply to inquiries from State and Federal Congressional offices, other local government officials, Veterans, and other parties
Assists the healthcare groups in the development of local policy guidance and procedures for workload management
Keeps the healthcare groups informed and up to date concerning appropriate administrative regulations
Analyzes, interprets, and implements regulations accurately to reflect current operating procedures
Maintains familiarity with precedents concerning changes in regulations or policies for the service.
Conducts individual quality assurance/process improvement checks/studies
Analyzes situations in order to determine if decisions can be made independently, or if the advice of a higher authority is needed concerning special problems which may involve public relations
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-9 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following: skill in applying analytical and evaluative techniques to issues of a procedural nature which are readily observable and subject to written guidelines, knowledge of HAS operations to manage recurring and ongoing training needs and to resolve individual performance measures, ability to deal with daily operational issues and applying established methods to system application problems and referring problems not resolvable at the user end, ability to plan, coordinate, and implement successive steps of work assignments and problems are normally resolved in accordance with policies, regulations, and precedents, knowledge of and skilled in use of various Office Automation (OA) equipment, ability to plan work effectively and efficiently under the pressure of challenging and unpredictable conditions, ability to effectively communicate orally and in writing in order to respond to customer inquiries and prepare reports, ability to maintain cooperative relationships with a wide variety of individuals and groups, ability to teach, train, and orient other staff members

To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. You must have a combination of specialized experience and education beyond the first year or 18 semester hours. GS-11 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following: broad knowledge of patient administration, inpatient and outpatient eligibility criteria, medical record content and formatting, and related fields of medical administration in order to plan and direct team accomplishments and to negotiate with management to accept and implement recommendations, working knowledge of various VA directives, Medical Center policies and publications pertaining to patient care (i.e. clinic processes, methods of applying for death benefits, eligibility for care, etc., and the priorities associated with them), knowledge of rules governing confidentiality, which include the Privacy Act, HIPAA, the Freedom of Information Act (FOIA), and Title 38 U.S.C. 7332 sufficient to prevent violations of the law and to maintain high ethical standards, knowledge of Joint Commission requirements, skilled in use of various Office Automation (OA) tools and equipment, knowledge of statistical (i.e. mathematical) analytical principles, knowledge of quality assurance/performance improvement principles, ability to plan work effectively under the pressure of challenging and unpredictable conditions, skill in communicating both orally and in writing in order to respond to customer inquiries and to present recommendations and prepare reports, ability to maintain effective relationships with a wide variety of individuals and groups, ability to effectively teach, train, and orient other staff members in data validation methods and monitoring systems.

Physical Requirements: The work of this position is primarily sedentary, but does occasionally require some short periods of walking, bending, stooping, and carrying of light objects, such as manuals, documents, etc., weighing no more than 20 pounds. Occasional travel is required. No special physical demands are required by the work of this position.
