This position is located in the Cancer Care Program under the Chief of Staff's Office. S/he will serve as the Program Specialist to the Cancer Care Program. The Cancer Care Program is composed of several areas of clinical activity at both the Cooper Drive and Leestown Divisions. The service is responsible for the diagnosis, management, and perioperative treatments for patients with oncology/hematology findings.
Duties
Duties include but not limited to the following:
Responsible for the diagnosis, management, and perioperative treatments for patients with oncology/hematology findings.
Administrative decision-making authority, responsibility, and accountability on issues affecting the administrative operations.
Collaborates with operations and Director of Cancer Care Program to ensure integrated goals and priorities for the clinical service are met.
Works closely with peers in other services to meet their needs as internal customers and the needs of external customers as well.
Knowledgeable of overall VISN and Medical Center goals, missions, and priorities to assure a positive impact on other programs and resources.
Reports directly to the Director of the Cancer Care Program.
Responsible for the overall administrative management of the Cancer Care Program. This may include interpreting administrative policies, developing and implementing policies, defining administrative requirements, and providing advice to service management on related issues.
Supports the role of a Program Analyst in identifying and resolving process issues which may affect the section's ability to meet administrative program goals and target performance measures.
Participates in management discussions and provides administrative and program direction to senior staff, managers, and personnel.
Participates in long-range and strategic planning for the Cancer Care Program.
Assists in identifying and defining both short-term and long-range administrative planning issues.
Keeps the Director of Cancer Care Program advised of internal and external expectations (such as national and network performance expectations, medical center policies, accreditation requirements relative to the Cancer Care Program) and assists in development of strategies for compliance.
Provides analysis (e.g. workload, productivity, staffing methodologies, patient demographics, patient/staff satisfaction, etc.) of data from internal and external sources (VISTA, DSS, etc.).
Develops pertinent policies, procedures, and operational guidance specific to the Cancer Care Program.
Closely monitors the day-to-day administration operations of the Cancer Care Program; this includes the administrative support personnel assigned to the unit and serves as the primary contact to the clinical staff regarding non-clinical issues.
Monitors the administrative processes in all clinical areas under the Cancer Care Program, including clinic/profile set up, clinic cancellation, and scheduling practices.
Reviews national and VISN policies and adapts them for use in these areas.
Serves as the report and correspondence manager and ensures timely and accurate responses to local, network, and national suspense's.
Tracks incoming and prepares outgoing correspondence such as responding to letters of inquiry from members of Congress, VA Central Office, and the VA Regional Office.
Responsible for the financial management of the Cancer Care Program, which includes, budget formulation, justification, and execution; financial management; and financial reporting.
Responsible for control points managed by the Cancer Care Program; including the development of a budget for each control point, monitoring balances, submitting requests for additional funding as needed, assuring all control point expenditures are properly authorized and documented, reviewing financial reports and resolving discrepancies with the appropriate Fiscal Service representative.
Advise the Director of Cancer Care on budgetary and financial issues and prepare budgetary reports and graphs, as needed, for review by Executive Leadership.
Prepare detailed requests for Resource Council consideration (fee basis, new position, vice position) that include sufficient data and justification to warrant approval.
Collects, develops, and analyzes cost data relative to the Cancer Care operations; this includes maintenance of up-to-date databases and labor mapping; collaboration with Fiscal service to gain a working knowledge of reimbursement issues; development of cost/benefit proposals for special program needs; and serving as advisor to Director of Cancer Care Program.
Liaison between the Lexington VA Healthcare System and the University of Kentucky College of Medicine, University of Kentucky Chandler Medical Center, and University of Kentucky Markey Cancer Center for all residents, fellows, and medical students who complete their medical training through the Department of Veterans Affairs.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques and assessment tools for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of the Cancer Care programs, processes and operations; thorough knowledge of the Cancer Care programs, operations, objectives, and policies along with a comprehensive knowledge of management and organizational techniques, systems, and procedures; ability to conduct a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning; comprehensive knowledge of a full range of management improvement methodologies and techniques including systems/procedures analysis, cost benefit studies, work measurement, planning and control techniques, qualitative analysis, flow diagrams, and surveys and
questionnaires; knowledge of effective conflict resolution and customer recovery principles; knowledge of and skill in utilizing computer software applications (i.e. VISTA, CPRS,WORD, EXCEL, etc.); knowledge of effective verbal and written communication.

Physical Requirements: This position is administrative in nature and involves working in an office setting. The position
requires frequent use of a computer and phone. The position requires some lifting and carrying of
small office items.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. The work
environment involves every day risks or discomforts and requires normal safety precautions typical of such places as meeting room, training rooms, etc. The incumbent may be required to travel between medical center divisions or to work at either location. Occasional travel may be required.
