This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence Analysis. As an International Economist, you will identify and assess emerging economic trends to inform strategies within the US Government to deny illicit actors access to the international financial system, impair their fundraising abilities, and expose, isolate, and incapacitate their financial holdings to promote international financial stability and balanced economic growth.
Duties
Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an International Economist, you will:
- Perform a broad range of long-term and quick-reaction assignments involving economic, financial, and intelligence analysis in support of Treasury mission priorities.
- Initiate, plan and conduct research and analysis related to international trade, international banking, and the commodities and foreign exchange sectors.
- Monitor and evaluate economic and financial developments and trends related to targets of interest, reconciling conflicting or inconsistent data sources when necessary.
- Present complex analytical findings clearly and concisely using multimedia tools as appropriate to senior policy officials and other audiences.
- Initiates, plans, drafts, edits, and presents high-quality written products, briefings, and graphical visualizations that relay findings and judgments derived from intelligence information and other data.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the federal service. Specialized experience for this position includes ALL of the following:
-Conducting macroeconomic or financial analysis with a focus on financial markets, international trade, investment, development finance, climate finance or multilateral development; AND
-Assisting with the formulation of policy options/strategies on issues such as macroeconomics, financial markets, international trade, investment, development finance, climate finance or multilateral development; AND
-Experience using economic and/or financial data, in combination with forecasts and other economic and financial reporting, to generate coherent analysis.
Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the federal service. Specialized experience for this position includes ALL of the following:
-Conducting macroeconomic, statistical, or financial analysis; AND
-Reviewing policy memos, white papers, or other written material related to macroeconomic or financial analysis and summarizing orally or in writing; AND
-Drafting communication materials such as research reports, newsletters, or social media posts related to macroeconomic or financial analysis.
OR
You may substitute education for specialized experience as follows. Education must be directly related to this experience to be qualifying: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the federal service. Specialized experience for this position includes AT LEAST 2 of the following:
-Analyzing and interpreting large economic data sets using data software programs; OR
-Preparing focused analytical economic assessments, briefs or memos; OR
-Preparing reports on economics or sanctions-related topics; OR
-Researching transactional, statistical, budgetary, or other quantitative data; OR
-Reading and using macroeconomic data, economic reports, and/or industry studies.
OR
You may substitute education for specialized experience as follows. 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
You may qualify on a combination of education and experience. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Education
Applicants for this position must meet the following basic education requirement:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
