Duties

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. You will: - Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes. - Review and analyze legislative proposals based on the Department's overall goals and program needs to ensure that there is no negative impact of such legislation on existing multifamily housing policies or legislation. Develop legislative proposals and coordinates their development by program offices. - Prepare and present written reports or oral narratives to the Office Director, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on multifamily housing programs. Such reports may also include the results of findings from the review of HQ or field office operations programmatic issues that could impact multifamily operations on a local or national level. - Analyze program and policy options in the field of Multifamily in coordination with MF program offices; develops option papers for use in making policy decisions. Such option papers are designed to outline the pros and cons of a series of recommended approaches to resolving an issue, and may include narrative justifications, historical perspective, financial and or economic impact, and a recommended or most favored approach. - Review new or pending legal, regulatory, or procedural directives that involve multifamily housing programs to determine its impact on related programs, existing procedures, current staff, and readiness for implementation.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-13 is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Developing solutions to problems and issues related to Multifamily housing programs; AND - Coordinating and supporting a variety of Multifamily housing asset management functions; AND - Consulting with, and providing technical assistance to program officials, citizens groups, and government officials on a variety of Multifamily housing related technical matters For the GS-12, you must have one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Developing solutions to problems or issues related to Multifamily housing programs; AND - Coordinating and supporting a variety of Multifamily housing asset management functions; AND - Preparing work papers to include spreadsheet analysis. For the GS-11, you must have one year of experience at the GS-09 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Supporting a variety of Multifamily housing asset management functions; AND - Preparing work papers to include spreadsheet analysis. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
