Duties
Serve as the Supervisory Program Manager within the Grants Management Division (GMD) with full supervisory authority and assist the Director of Grants Management and the Business Operations Group Leader in providing overall leadership for strategic programs management. Leads and manages, provides oversight and ensures successful implementation of business projects.- Provide program management direction and oversight of the implementation of new financial assistance (grants, cooperative agreements, and/or other transaction authority) programs at NIST and other DOC programs, including but not limited to programs funded by the Infrastructure Investment and Jobs Act (IIJA) and Creating Helpful Incentives to Produce Semiconductors for America Act (CHIPS) and Science Act of 2022 (CHIPS).
Provide vision, leadership, advice and guidance of business process and business process re-engineering and programmatic improvement activities.
Direct the development of policy, processes and procedures, and guidance to establish new financial assistance programs (grants, cooperative agreements, and/or other transaction authority).
Lead key aspects of Grants Management systems (i.e., SalesForce, SharePoint, eRA) implementation and modernization.
Direct, oversee, and evaluate overall work accomplishment of staff. Reviews projects, reports, group, and individual performance for consistency with policies, regulations, adequacy, timeliness, and effective utilization of resources.

Qualifications
To qualify, candidate must have at least one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience in program management; experience with customer communication, change management, staff supervision and development; and experience with implementing compliance requirements, policy, plans, procedures, and/or managing successful implementation of applications and its integration with other systems.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
