This position is located within the Finance Department at the Minneapolis VA Health Care System (MVAHCS) in Minneapolis, MN. The Financial Administrative Specialist performs a variety of duties ensuring the quality of work transactions, business processes, and delivery of services needed to carry out a federal government employee compensation program and the employee accounts receivable and waiver program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to the following: Extracting data from various systems. Using advanced knowledge of financial and information systems. Identifying variables in data and developing automated short-cuts that produce formatted, usable reports for completion of functions, audit reporting requirements and financial record-keeping. Writing queries using MS Access for use in financial reporting. Performing internal quality assurance audits of existing and proposed civilian pay and accounts receivable/waiver processes to provide assurances as to financial integrity and conformance of Federal laws, and agency regulations and practices. Determining/recommending areas in need of improvement and provides the appropriate tools for improvement. Reviewing high-risk/complex personnel documents for proper application of civilian pay regulations and consistency of input for appointments, promotions, pay adjustments, reassignments, awards and separations. Working with payroll technicians, HR staff, Defense Finance and Accounting Service (DFAS) staff, timekeepers, supervisors, and employees ensuring pay discrepancies are resolved in a timely and efficient manner. Performing analytical, administrative, coordinating and monitoring duties related to the pay compensation and employee accounts receivable/waiver program. Providing management with reports and analysis of the ongoing operation and outcome of programs. Provides the Finance Officer and Budget Analysts updates or changes to payment compensation factors that will affect the labor expense projection for the MVAHCS and VHA tenants. Evaluating, updating, and distributing instructions, directives, handbooks, desk manuals, program notes, and all other necessary materials which promote the successful operation of the pay compensation and employee accounts receivable/waiver programs. Identifying areas of concern and non-compliance. Making recommendations to management officials regarding corrective actions and the measures that should be taken. Performing other duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-9 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: utilizing databases to pull information; performing quality assurance audits; reviewing financial documents and records and business related processes; and performing administrative and analytical duties related to pay compensation and accounts receivable programs. NOTE: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week. -OR- EDUCATION: Have successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills and abilities necessary to do the work of this position. (TRANSCRIPT REQUIRED) -OR- COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
