The employee will serve as the Financial Administrative Specialist at the Minneapolis VA Health Care System (MVAHCS) in Minneapolis, MN. The employee will function as the primary fiscal, budgetary, logistics and contracting expert.
Duties

Duties include, but may not be limited to the following:
Provides management officials with procedural and regulatory guidance concerning
availability of or limitations on the use of funds.
Develops and prepares various representations of data including charts, graphs, tables and spreadsheets on an as needed and scheduled basis of weekly, monthly, quarterly and annually.
Participates in various committees, task forces, audit visits and special projects; plans and coordinates staff meetings.
Communicates with headquarters to ensure projects selected for funding provide required documents. Resolves funding questions/issues.
Maintains various health and research administrative information management systems.
Compares local computations and input with generated reports from headquarters, noting any discrepancies and responsible for ensuring that corrective action is taken.
Participates in data validation activities and is the data verification point for the work center.
Oversees the management of workflow for procurement including creating purchase orders, paying invoices, advising on contracting, advising on travel budget spending and
corresponding with staff.
Interprets budget instructions for conforming to agency policies and regulations and
prepares budget instructions.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-7 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: utilizing databases to pull information; utilizing qualitative and quantitative methods to assist with the preparation of reports; preparing documents for submission; and monitoring project accounts for sufficient funding.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Possess equivalent combinations of education and specialized experience (as described above) to meet the requirements. NOTE: Only graduate education beyond the first year may be used to qualify.

Physical Requirements:The work is primarily sedentary. The employee uses a computer and standard office equipment to complete tasks. However, physical mobility and moderate strength are needed to move about the two office floors comprising the Center for Care Delivery and Outcomes Research (CCDOR) and to lift, carry and distribute items such as records, files and supplies. CCDOR is located in a separate MVAHCS building approximately 2 blocks from the main hospital building. Some walking or travel between building locations may be required several times per week in all seasons and any weather conditions for the purpose of attending meetings and transporting and disseminating office supplies, records or files. The employee may transport these items by carrying them, pushing a cart containing the items or other means as necessary.
