This position is located in the Executive Office of the President, Office of National Drug Control Policy, Office of Operations. The incumbent serves as a principal advisor to the Assistant Director, Office of Operations, and is responsible for the development, execution, and coordination of all activities relating to internal human capital management functions and physical and personnel security programs essential to the operation.
Duties
As a Program Analyst, GS-0343-15, your typical work assignments may include the following:
Serves as the agency's human capital coordinator, providing advice and strategic planning to ONDCP leadership in all aspects of human capital management.
Serves as the Security Officer for the Office of National Drug Control Policy (ONDCP). The incumbent is responsible for providing guidance, assistance, and coordination of security administration for ONDCP.
Conducts periodic analyses of and updates to agency human resources and security policies, ensuring alignment with relevant and current statutes, regulations and best practices as well as with organization mission, strategic goals and performance outcomes.
Works with ONDCP managers to ensure employees are given clearly defined and consistently communicated performance expectations. Oversees the agency's multiple performance management systems, advising managers regarding rating, rewarding and holding employees accountable for achieving specific business goals.
Develops specific security policies, and designs, develops, implements, and evaluates protection systems and devices to protect personnel and facilities against criminal, terrorist, or hostile intelligence activities.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-15 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following:
(1) Managing a spectrum of human resources topics such as recruitment/retention authorities and strategies, performance management statutes, and training programs; AND
(2) Managing or assisting with the federal government security programs focused on facilities and personnel; AND
(3) Managing Senior Executive Service programs to include recruitment, incentives, and performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
