The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Plans and Resources Flight.
Duties
Plans, organizes, and directs the activities of Communications Squadron, ensuring that IT plans and Resources
complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Communications Squadron with a variety of installation and functional area organizations.
Analyzes and manages complex operational technical expertise on all IT programming, planning, monitoring, and
coordination of new and/or modified Command, Control, Communication, Computer, and Intelligence (C4I)
systems.

- Incumbent must be able to obtain and maintain a Top Secret clearance as a condition of employment
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A)
SPECIALIZED EXPERIENCE: Applicants must have e IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 or above grade level which includes experience working with a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements; experience with impact analysis and planning of existing technology, formulating or modifying plans to enhance functional users' IT status, and dealing with a variety of problems and conditions associated with changing technology and its applications across the local installation; and ability to identify and integrate internal and external program issues, integrate the work of subordinates, and provide leadership in terms of developing, implementing, evaluating, and improving processes and procedures for increased efficiency and effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods; including ability to maintain an up-to-date
awareness of technological advances and predict how management can meet future requirements.
Knowledge of the organization's policy and planning formulation process along with its missions and objectives to
prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare
persuasive budget recommendations in support of IT requirements.
Knowledge of system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements,
and provide management sufficient technical and cost analysis information, through written documentation and oral
briefings, to render informed judgments.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and
apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
