The primary purpose of this position is: To serve as the Communications Squadron Operations Flight Chief, a second
level supervisor. This position plans, organizes, and manages the activities and technical support services of supervisory
and non-supervisory employees of the (452d Communication Squadron: March Air Reserve Base (ARB), CA).
Duties
Plans, organizes, and oversees the activities of the 452 Communication Squadron.
Exercises supervisory personnel management responsibilities.
Represents the squadron with a variety of installation and functional area organizations.
Assists with contracting functions and budget preparation.
Attends meetings and presents briefings.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management (Alternative A)
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 or above grade level which includes experience with a wide range of IT principles, concepts, and methods; experience addressing and resolving a wide range of cyberspace and administrative issues; and experience identifying and integrating internal and external program issues, integrating the work of subordinates, and providing leadership in terms of developing, implementing, evaluating, and improving processes and procedures for increased efficiency and effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as
enterprise architecture, systems administration, systems analysis, and network integration.
Knowledge of organization's policy and planning formulation process along with its missions and objectives to
prepare IT polices, plans and adjust work operations of one or more organizational segments to meet program
requirements and objectives within available resources.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare
budget recommendations in support of IT requirements.
Knowledge of systems architecture, integration techniques and testing methods. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze complexities of existing technology, reviews, revises, and develops policy, initiates plans for
enhancements, and provides management sufficient technical and cost analysis information, through written
documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future
requirements. Ability to communicate both orally and in writing to inspire, motivate, and guide others toward a goal
accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt
leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and
respect for the individual by applying these values to daily behaviors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
