The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Plans and Resources Flight.

Duties

Plans, organizes, and directs the activities of Communications Squadron, ensuring that IT plans and Resources complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Communications Squadron with a variety of installation and functional area organizations. Analyzes and manages complex operational technical expertise on all IT programming, planning, monitoring, and coordination of new and/or modified Command, Control, Communication, Computer, and Intelligence (C4I) systems.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • Incumbent must be able to obtain and maintain a Top Secret clearance as a condition of employment.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience working with a wide range of IT principles, concepts, and methods; including ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements; Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles, concepts, and methods; including ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Knowledge of system architecture, integration techniques, and testing methods. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
