Duties

Mastery of advanced communication and information technology skills. Develops and defines policy and principles needed to guide technology decisions for the Air Force National Leadership Command Capability and Nuclear Command and Control Communications configuration. As a SME in cyber technology, communications and information technology, the position conducts extensive research and analysis of current Air Force National Leadership Command Capability and Nuclear Command and Control Communications configuration products and infrastructure. Represents, the organization at conferences and meetings and presents briefings.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-12 or above grade level in the Federal service which includes mastery experience in applying methods and approaches for sharing information through the use of IT/Comm assets; NC3 Configuration concepts and principles; and the organization's enterprise configuration models; the organization's policy and planning formulation process; the organization's strategic and IT goals and objectives; and IT program metrics and measurement techniques. Mastery of weapon system configuration including strategic drivers, current and target configurations, the sequencing plan, architectural segments and reference models, and standards ensure enterprise-level IT specifications align with the organization's business requirements; identify potential improvements to the enterprise configuration to meet agency goals; and establish and implement metrics for evaluating the accomplishment of enterprise configuration goals and objectives FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of IT and DOD enterprise configuration principles, concepts, and methods. Expert knowledge of the MAJCOM's policy and planning formulation process along with its missions, goals and objectives to conduct analysis and develop compliant enterprise configuration IT polices and plans. Mastery knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of enterprise configuration requirements and projects. Expert knowledge of enterprise configuration standards, integration techniques, MAJ COM policy and planning concepts and practices, understanding interrelationship of multiple IT disciplines to develop enterprise configuration documents. Expert ability to research and analyze complexities of missions, strategy documents, existing technology, develop policy, initiate plans for enhancements, and provide management sufficient technical and mission analysis information, through written documentation and oral briefings, to render informed judgments. Ability to stay well informed on rapidly changing technology, to evaluate its possible impact on the organization's missions, and to develop plans to satisfy requirements and conduct interviews with process owners, system owners, practitioners, engineers, and resource advisors resulting in coordinated and certified configuration products for the Air Force according to DoD and AF policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
