You will serve as an ENGINEERING TECHNICIAN in the Facilities Engineering and Acquisition Division (FEAD) of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will oversee the review of the contractor's quality assurance management program for compliance to contract specifications.
You will manage projects for construction, renovations, and improvements to facilities.
You will advise managers on technical aspects of engineering systems to discuss and resolve difficult problems.
You will resolve problems to ensure safety requirements are satisfied in accordance with established regulations and standards.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-11: One year of specialized experience equivalent to the next lower grade level (GS-10) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Preparing pre-award technical reviews of contract documents for Bid ability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design Build projects of varying difficulty and complexity; 2) Performing Field Quality Assurance duties on construction contracts; 3) Providing contract oversight on contractor Safety and Quality Control programs; 4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems. GS-10: One year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Utilizing the full range of engineering disciplines (civil, mechanical, electrical and environmental) to solve problems encountered during construction operations; 2) Reviewing technical engineering specifications, drawings, and statements of work covering designs or changes for constructability and accuracy; 3) Advising others of safety and occupational health principles, practices, procedures and regulations as related to engineering performance requirements; and 4) Monitoring construction projects by performing worksite safety assessments to ensure a safe and timely completion.
