This position is located in the Veteran and Family Member Programs Program Management Office (VFMP PMO) Directorate under Integrated Veteran Care. The Program Analyst (Policy Liaison) serves as an analyst to the VFMP PMO on policy matters and serves as a liaison with IVC Policy department on VFMP policy changes and program business rules. The Program Analyst has responsibility to advise in key policy impacts to operations and processes that support VFMP PMO.
Duties
Duties include, but may not be limited to:
Provides day-to-day Policy liaison with the organizational elements of VFMP and its parent organization, Office of Integrated External Networks.
Analyzes, evaluates, advises, and coordinates health care program policies, relevant impacted systems, and operations.
Maintains management information reporting systems to include graphs, written reports, formal briefings, etc.
Prepares and conducts briefings and formal presentations, both internal and external to VFMP and customers throughout IVC.
Coordinates with other PMO team members responsible for developing databases and dashboards for tasker tracking, trend analysis, and productivity tracking and analysis.
Work Schedule: Agree upon tour Monday-Friday, between 06:00 am- 16:30pm Mountain Time

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11position, you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Ability to develop and recommend changes in program objectives as they relate to the sound utilization of human, administrative, financial, and material sources and resources.
Knowledge of VA rules and regulations as well as applicable statutes pertaining to the VA IVC program in order to effectively analyze the program and provide recommendations for program improvements based on policy implications.
Knowledge and understanding of the Privacy Act of 1974, the Freedom of Information Act, public laws, VA regulations, and other pertinent regulatory guidelines pertaining to lawful disclosure of data and records.
Administrative guidance and supervision of the PMO in the VFMP Directorate; the incumbent functions independently, has direct responsibility for work, and makes decisions regarding timeliness of actions.
Manages multiple worldwide healthcare programs, serving both Veterans and their family members.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: The work is primarily sedentary in nature with occasional walking, standing, stooping, bending, reaching, and carrying of loads weighing up to 20 pounds required. Use of computer and telephone is extensive. The workplace is often hectic, and rapidly changing deadlines contribute to the stress.
