This position is located in the Department of Health and Human Services, Program Support Center, Financial Management Portfolio (FMP), located in Dallas, Texas and Rockville, Maryland.
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
Duties
Serves as an Accountant under the supervision of the Branch Chief, responsible for expertise in either 1. Both operational and system accounting areas or 2. Indirect cost rate.
Analyzes multiple customer agencies of the PSC, covering a wide range of operating programs and appropriations through the modification or administration of manual and automated systems used to record, implement, report, and store the financial transactions.
Develops and analysis of functional systems concepts and logic, systems specifications, implementation procedures, methods of conversion of existing local manual or automated systems or procedures associated with the design or modification of automated systems in support of a variety of legally authorized programs and related administrative functions of HHS Operating and Staff Divisions as well as other federal agencies.
Develops specifications for major new automated systems for various accounting functions including fund accounting, comprehensive debt management, all types of disbursements, preparation and management of financial reports and statements, audit support, manual and automated accounting systems, and providing financial policy and operations consultation for program development and management.

Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A or B):
A. Possess a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Must provide transcripts)
B. Possess a combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below:
Interpreting or analyzing accounting and/or financial legislation or proposed policy changes to determine impact on current operations;
Providing technical advice on financial management to program managers who are engaged in developing guidelines for a program;
Developing accounting procedural approaches which will conform to requirements, enhance management information needs, and/or ensure the integrity of financial information collected and reported; and
Utilizing accounting operations, internal control systems, or accounting reporting systems for capturing and/or analyzing data.
