Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Accountant, you will use your knowledge of and experience with the Program Support Center to optimize business results and customer experience by: Serving as an expert on accounting and advanced knowledge of general ledger accounts and transactions to support financial and audit operations. Analyzing financial transactions related to the operations of multiple customer agencies of the PSC, covering a wide range of operating programs and appropriations through manual and automated systems used to record, implement, report, and store the financial transactions. Advising and participating in the implementation of new accounting processes or systems designed to streamline and improve the processing of financial transactions. Reviewing accounting operations and program activity, which may affect the legal use, and reporting of Government funds. Providing authoritative policy interpretations and functional recommendations and solutions to important problem areas such as validating data produced by customer subsystems by primary FMP systems.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A or B): A. Have a bachelor's or higher degree in Accounting; or a bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing (the 24 hours may include up to 6 hours of credit in business law). Must submit transcripts with your application. OR B. Have a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination ; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements (must submit transcripts and/or certificate with your application). AND Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Advising management on accounting standard operation requirements, improvements, advanced analysis of general ledger accounts, and/or transactions in a financial system Serving as an expert senior accountant and/or team leader on projects relating to the review, analysis, modification, and/or implementation of accounting operations policies Analyzing accounting processes or procedures to assess the current and/or projected financial position of supported organizations Developing policies, standards and/or procedures related to financial/accounting operations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
