The incumbent serves as Director for the Web-Based Supply Chain Management (WBSCM) Division, managing daily business operations of Commodity Procurement Program (CPP), planning, analyzing, and evaluating the effectiveness of the WBSCM program in meeting the various missions of the Agencies. USDA utilizes the WBSCM application to manage food supply chain operations, including the ordering, purchase, storage, and delivery to customers.
This position is 100% remote with geographic restrictions.
Duties
The duties may include, but are not limited to:
Directs and coordinates the formulation of WBSCM policies and programs, both current and long-range.
Collaborates with Division Directors across Commodity Procurement to support the analysis, development, implementation, and operation of integrated business processes.
Provides oversight and management of enterprise business processes supported by WBSCM including but not limited to order fulfillment, procure to pay, and financial management.
Exercises full administrative responsibility for initiating, planning, executing and evaluating WBSCM project plans to ensure Agency business operational needs are met.
Leads the WBSCM Program Management Office (PMO), consisting of membership from multiple Agencies that utilize WBSCM
Leads highly technical project teams, ensuring that development meets business program operational needs.
Ensures that workload and project responsibilities are specifically delegated and assigned to subordinates.
Leads project teams in the analysis of various business process and procedure options to lead to the investigation of automated, improved business and management practices.
Oversees the budgeting, programming, and execution of project resources, advising on the distribution of work and the appropriate staffing levels and skill mix.
Manages the AMS Commodity Procurement WBSCM customer service desk, testing, training, and other activities in order to support business operations.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Selectee will be expected to obtain senior level FAC PPM certification within 2 years of the start date.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Establishing and implementing an organizational vision
Providing strategic leadership; overall planning, directing, coordinating long range plans and daily operations
Analyze organizational and operational problems and developing solutions
Leading programs or projects, to include gaining cooperation from others to obtain information AND accomplish goals
Provides oversight of integrated business processes such as order fulfillment, procure to pay, and/or financial management.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
