You will serve as an EQUIPMENT SPECIALIST (BACKFLOW) in the PUBLIC WORKS DEPARTMENT of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will evaluate and inspect new construction projects and existing facilities to assure compliance with all cross-connection control laws and regulations. You will identify potential cross-connections, actual backflow failures, and system control flaws. You will inspect and test backflow prevention devices and assemblies and certify those that meet minimum requirements. You will prepare reports required by Federal, state, and local jurisdiction to reflect test results, fixture counts, and service status for each facility evaluated.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain certification as a Backflow Prevention Device Tester and a Cross Connection Survey Inspector from the State of Connecticut within 6 months of entry into the position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Call back and emergency overtime are requirements for this position. You will be required to work overtime as necessary.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying cross-connection control deficiencies in potable water piping systems and recommending corrective actions; 2) Using special test equipment and gauges to test backflow prevention devices and assemblies; 3)Reading and interpreting engineering construction drawings and specifications; and 4)Utilizing common trade practices relevant to the plumbing and piping industries. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
