You will serve as a Administrative Officer in the Mission Support Directorate of OFFICE OF NAVAL RESEARCH.
Duties
You will serve as the primary administrative official in the Offices with responsibility for the execution of a wide variety of essential administrative actions for the organizations serviced.
You will provide a full range of advisory services for the immediate office as designated on specified functions.
You will review personnel action requests to assure conformance with policy and regulatory procedures.
You will generate documentation for the accomplishment of all personnel management actions.
You will assist the supervisor in preparation of new or revised performance standards.
You will provide administrative review for all performance evaluations to assure adequate justification based on the established standard.
You will provide assistance and advice on award recommendations.
You will advise management on opportunities for training.
You will review each new employee's training plan to assure that required training is completed in a timely manner.
You will process all training requests for completeness and accuracy, resolves problems and alerts supervisor and employees when further action must be taken.
You will maintain official files of all correspondence for action items related to administrative policy, operations, and procedures.
You will maintain high standards for executive actions in terms of timeliness, coherence and completeness
of replies.
You will coordinate all contracted administrative services within the assigned office.
You will serve as Program Coordinator for the Government Travel Credit Card Program.
You will monitor card usage for propriety of purchases and currency of individual account balances.
You will coordinate travel and off-site meetings.
You will resolve any issues regarding travel, training, and personnel action processing.
You will be responsible for data entry into various internal systems to maintain complete personnel files.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Reviewing and executing management principles, organizational theory, and standardized administrative practices by applying analytical and evaluative methods and techniques to perform substantive administration support; (2) Developing new or modified work methods, records and files, management processes and procedures for administering program services; (3) Coordinating, directing and performing administrative activities in the areas of budgeting and financial management, travel, procurement, property management, personnel management and logistics; (4) Reviewing training requirements for employees to assure required training is completed; and (5) Managing the office environment related to the building maintenance, internal construction, janitorial services, parking, and ergonomics.

Education
The following can be substituted in order to meet the minimum qualification requirements of this position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
or
a combination of graduate education and experience totaling 100%
