The primary purpose of this position is to provide expertise in strategy and communication for Resilience and interpersonal and self-directed violence (ISDV) prevention at all levels within the Department of Air Force (DAF).
Duties
Develops short- and long-term strategic goals, objectives, and plans for AF/A1Z.
Effectively communicates AF/A1Z objectives, strategies and policies across the department.
Assists in the evaluation of policies, programs, practices, and processes for ISDV prevention that incorporate strategies from national/DoD/and Department of the Air Force strategic prevention plans.
Establishes and maintains positive working relationships with AF, DoD, Federal Entities and private sector.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) expert knowledge of DoD/DAF administrative and operational processes in order to research and apply current DoD/AF ISDV strategies and policies and apply to broader ISDV response systems that impact the Air and Space Force enterprise, including Joint Bases, (2) mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems, (3) knowledge of analytical techniques and evaluation criteria to measure/improve oversight processes and productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and experience in developing, gathering, and implementing a comprehensive strategic plan. Ability to develop long and short term goals to reach strategic outcomes and measurement criteria. Ability to demonstrate strong critical thinking abilities to draw sound conclusions from information and various data sources; the capacity to analyze data objectively, applying logical thought and proffering solutions, taking a long-term perspective.
2. Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of analytical techniques and evaluation criteria to measure/improve oversight processes and productivity.
3. Knowledge and experience in technical writing. Ability to prepare special studies, staff reports, Congressional testimony, speeches, and official responses to inquiries and emerging issues, including the ability and adaptability to meet emergency and/or changing program requirements within available resources and with minimal sacrifice of quality or quantity of work. Ability to effectively express ideas orally and in writing, using appropriate language, organizing ideas, and marshaling facts in a cohesive, coherent, and objective manner to clearly articulate the insights from findings to management and relevant stakeholders.
4. Knowledge of social services delivery systems and concepts, principles and theories relating specifically to individual and group resiliency and the prevention of and response to sexual assault, domestic violence, and other areas of interpersonal and self-directed violence and trauma.
5. Knowledge of laws, regulations, executive orders, policies, issues, etc., relating to DoD resilience and interpersonal and self-directed violence programs.
6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem-solving decisions. Ability to synthesize large amounts of complex data into meaningful insights and conclusions. Ability able to work with cross-functional teams and to interact directly with senior leaders, demonstrate excellent interpersonal skills and a collaborative relationship building style.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
