This position is located in a Fire and Aviation Management (FAM) Program Office, State and Private Forestry Deputy Chief program area and is responsible for performing liaison duties for all administrative matters relating to individual FAM Program Training Centers. Duties

Establishes and continually reviews, updates, and develops complex administrative office procedures that affect the orderly and efficient flow of work within the office and with parties and agencies outside the organization. Reviews and analyzes administrative policies, clarifies complex and confusing guidelines, and makes recommendations to higher level staff for changes to administrative policy. Responds to administrative issues and inquiries and resolves a variety of conflicts regarding administrative policies and processes among organizational issues. Evaluates procedures and determines when changes need to be made and independently effects the changes. Monitors internal operations and ensures the establishment and maintenance of confidential, personnel, and administrative files. Recognizes need for establishing new files and necessity for discontinuing files, destroying or storing files according to the agency’s records management policies.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09: You must have one-year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as majority of the following: Managed, reviewed, updated, and developed administrative office procedures; oversaw or assisted with annual budget needs; maintained a calendar and scheduled appointments and meetings on behalf of supervisor; arranged for traveling and/or conferences, including such matters as location, agenda, attendance list, training, and materials; developed brief documents, reports, or presentations in support of work assigned; and/or responded to and acted as the point of contact for routine correspondence and questions on assigned tasks or areas of work; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
