The incumbent serves as the Assistant Operations Officer of the Tallahassee Outpatient Clinic (as a Service line), located at the Tallahassee Health Care Center, Tallahassee, Florida, as management's consultant on all matters within the purview of the clinic's administration and has full delegated responsibility for planning, direction, control, coordination, operation, and evaluation of functions relating to the Tallahassee Outpatient Clinic.

Duties

Duties include, but are not limited to: Reviews directives from higher authorities and advises the Chief Medical Officer and the Operations Officer on any potential impact to health care delivery systems and operations. Makes recommendations regarding policies and procedures which should be developed and implemented to provide cost effective, accessible, and quality health care. Manages data and design elements and report forms utilizing a variety of electronic and computerized equipment. Utilizes various automated databases for statistical analysis. Authors and prepares statistical reports regarding utilization management and clinic visits. Development and presentation of briefings. Analyze budget expenditures, project workloads, utilize cost- accounting techniques, determine staffing levels, and evaluate equipment needs. Ensures that supply and equipment order/request actions are within budgetary constraints. Assists the supervisor with planning and conducting in-service training with staff to ensure that all employees are trained and updated in changes in regulations, policies, and procedures. Monitors compliance standards with Voluntary Service, work study students, and related programs. Responds to complaints from employees, Veterans, Veterans' family members, and Congressional offices. Work Schedule: Monday - Friday 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers. Operating personal computer software programs including but not limited to Microsoft Office (Word, Access. Excel, PowerPoint, Publisher, etc.), and other statistical process control programs. Serves as Contracting Officer's Technical Representative (COR) for contracted staff assigned to the Service and oversight of equipment ordering/request-approval processes. Review trends and make recommendations regarding policies, workflow changes, equipment needs, and changes in the direction of programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Specialist position, which may be used to meet the experience requirements for GS-11 position.. You will be rated on the following Competencies for this position: AccountabilityAdministration and ManagementPlan and organize work Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk engaging in conference calls or video teleconferencing. This position also requires the ability to travel occasionally throughout the VA Network area thru approved travel orders to attend national meetings and conferences via air travel and/or government vehicle.
