The Supervisory Program Specialist for the Tallahassee Outpatient Clinic (OPC), Marianna Community Based Outpatient Clinic (CBOC) and Perry CBOC, is responsible for overall administrative and operational management of the clinics and reports directly to the Primary Care Section Chief. The incumbent provides administrative and analytical support to the Primary Care Section Chief to ensure that service level resources are efficiently managed.
Duties
Duties include, but may not be limited to the following:
Develop, analyze, and manage the actual or potential effectiveness of the procedures, work methods, manpower, utilization, and distribution of work assignments.
Works with Human Resources to ensure accuracy between HR Smart and the clinic positions. Works with local leadership to evaluate staffing models and request or adjust positions as necessary.
Ensure performance evaluations, OPPE/FPPE, Market Pay Reviews, Performance Pay, Competency Folders are up to date and completed timely.
Responsible for PIV Sponsoring and Information Manager entering requests for new employee access, menu modifications, and separations.
Participates in or is delegated to complete certain management and work assignments given to Patient Care Services.
Responsible for EIL and inventory management. Works with Logistics to ensure scanning, lost equipment and all documentation is complete.
Serves as point of contact during any adverse events. Maintains communication with Associate Director of Primary Care & Outpatient Clinics.
Planning and conducting in-service training with assigned staff to ensure that all employees are trained. Plans and monitors daily and weekly activities and ensures adequate support to provide services to Veterans and their families.
Monitors workload flow to assure adequate personnel support, and that supplies are readily available for an effective patient administration process.
Maintains a proactive approach in succession planning, expansion or retraction of programs, initiatives and goals of the assigned clinics.
Monitors compliance standards with Voluntary Service, work study students, and related programs. Investigates and analyzes adverse quality trends or conditions and initiates corrective actions.
Consults with staff and managers to identify opportunities for quality and performance improvement. Assists staff to develop and implement management plans.
Responds to complaints from employees, Veterans, Veterans' family members, and Congressional offices.
Works with Patient Representatives to resolve conflicts and assist in enhancing patient satisfaction.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Specialist - Whole Health Business Manager.Qualifying specialized experience is:

Performs managerial & supervisory duties, including management of employee time & leave, writing position descriptions & performance standards.
Evaluating performance of subordinates, disciplining/rewarding/counseling employees, & arranging for employee training & development.
Serves as program advisor to veterans, vendors, & VA staff members.
Provides services and technical counsel necessary to meet procedural, legal, and accreditation requirements relating to the care and treatment of patients.
Plans for equipment replacement and new equipment needs.
Develop, analyze, and manage the procedures, work methods, manpower, utilization, and distribution of work assignments.
Participates in business planning by preparing/participating in Management Briefings, sharing annual performance/activities of the clinic and issues/needs for upcoming year.
Responsible for planning. developing and executing a system for providing required reports to facility management, and other external organizations.
Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to complete the work. However, there may be some walking, standing, bending, and carrying of light items such as patient records, supplies and letter mail.
