As an IT Specialist in the Langley Office of the Chief Information Offer (OCIO) you will serve as a Customer Relationship Manager and end user Subject Matter Expert liaison for implementation of Center initiatives and requirements. You will work with other IT Specialists engineers, and providers on requirements for Enterprise services to help create and deploy IT solutions using modern IT architectures, and industry best practices.

Duties

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Providing technical advice, guidance, and recommendations to management and other technical specialists on critical Information Technology (IT) issues. Making decisions or recommendations that significantly influence important agency IT policies or programs. Developing and interpreting policies, procedures, and strategies governing the planning and delivery of IT services throughout the agency. Analyzing specific problem areas pertaining to operational complexities and participates in the determination of viable solutions for system redesign, modifications to existing IT services, or changes to procedures for the Agency. Coordinating with IT customers and stakeholders to identify IT improvements and ways to provide service improvement for the Agency. Working with NASA customers and IT support contractors to ensure customer requirements are met given available budget and time constraints. Researching, learning, and applying a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve IT products, services, and processes. Developing and delivering briefings both verbally and written, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level. Assisting with the technical design and/or development activities supporting the integration of Information Technology (IT) services with varied customers; Working within a team to gather information, collect feedback, gauge satisfaction, and advocate for customer IT needs; Identifying IT problems, verifying accuracy and relevance of information, and making recommendations about alternative solutions. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level. Coordinating the technical design and/or development activities supporting the integration of Information Technology (IT) services with varied customers; Conducting end-to-end evaluations of the customer experience, e.g., identifying touchpoints, pain points, improvement opportunities, detecting bottlenecks, service gaps, and/or areas where customer expectations are not fulfilled; Gathering customer requirements, determining their IT service needs, providing information or assistance, and assuring technology needs are met. AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
