Duties
This position is located in the Public Safety and Homeland Security Bureau, Cybersecurity and Communications Reliability Division (CCR), Washington DC. The incumbent serves as a senior subject matter expert for the Division on cybersecurity and information security, and is recognized as an authority on the application of cybersecurity considerations to communications technologies and services including those related to broadband services. Provides substantive information technology expertise for the full range of Division/Bureau policies and operations involving cybersecurity, network and information security related issues and matters as they related to public safety, communications reliability, 911 and emergency alerting resiliency. Advises and consults with Division and Bureau management and their staffs on information technology, cybersecurity, national security and homeland security related matters.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Time in grade restrictions do not apply to Direct Hire procedures.
GS-13 Specialized Experience:
In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as follows:
Supporting a cross-functional, cyber policy team responsible for developing and supporting policy, program requirements and standards related to information and technical systems (including IP-based networks) and issues impacting public safety, consumer safety, privacy and/or national security.
Demonstrating technical experience on a cross-functional team comprised of attorneys, telecommunications analysts, technical analysts, computer network analysts, network engineers, and incident managers.
Supporting briefings including those made both internal to the agency and to external stakeholders, as needed.
GS-14 Specialized Experience:
In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as follows:
Providing substantial contribution to a cross-functional, cyber policy team responsible for developing and supporting policy, program requirements and standards related to information and technical systems (including IP-based networks) and issues impacting public safety, consumer safety, privacy and/or national security.
Demonstrating technical competence on a cross-functional team comprised of attorneys, telecommunications analysts, technical analysts, computer network analysts, network engineers, and incident managers.
Providing or supporting briefings and serving as a SME both internal to the agency and to external stakeholders, as needed.
GS-15 Specialized Experience:
In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:
Providing direction and guidance for a cross-functional, cyber policy team responsible for developing and supporting policy, program requirements and standards related to information and technical systems (including IP-based networks) and issues impacting public safety, consumer safety, privacy and/or national security.
Serving as a technical expert on a cross-functional team comprised of attorneys, telecommunications analysts, technical analysts, computer network analysts, network engineers, and incident managers.
Providing briefings and serve as a SME both internal to the agency and to external stakeholders, as needed.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
