You will serve as a Program Analyst in the Range Support Division, China Lake Ranges Department of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will serve as the Functional Area Coordinator (FAC) in Annex 4 of the J-Tech II multi-service/command contract, similar to a Contracting Officer Representative (COR).
You will act as the representative for the China Lake Ranges Department at China Lake and primary liaison to the AFAC at the Point Mugu Sea Range.
You will ensure the Range receives the full benefit of support contracts.
You will propose and manage contract modifications as needed, while protecting the interests of the Range and the Government.
You will attend and participate in the appropriate J-Tech working group and management meetings.
You will support the Joint Program Management Office (JPMO) at the enterprise level as needed to ensure NAWCWD Range Engineering support is appropriately represented and executed.
You will ensure compliance with all NAWCWD Department, Range, and J-Tech policies.
You will provide administrative support to Range management on contractual issues as necessary.
You will coordinate with and inform management of all relevant issues related to the J-Tech contract.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
DA-04:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Evaluating contract scope, terms, and condition to ensure alignment with project objectives; 2) Reviewing programmatic, contract, and technical documentation and making recommendations; 3) Monitoring, observing, and/or providing oversite of contractor performance on Range operations; 4) Performing detailed written reporting, acting as primary point of contact and fostering collaboration across teams and organizations.
DA-05:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Evaluating contract scope, terms, and condition to ensure alignment with project objectives; 2) Developing and reviewing programmatic, contract, and technical documentation to make recommendations and decisions within authority; 3) Monitoring, observing, and/or providing oversite of contractor performance on Range operations; 4) Analyzing various areas, such as award fee, and making recommendations; 5) Performing detailed written reporting, acting as primary point of contact and fostering collaboration across teams and organizations.

Education
For DA-04:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
