This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Department (N91); Work and Family Life Section (N911). Incumbent serves as a Headquarters Supervisory Program Analyst responsible for providing information and referral, tailored consultation, case management and education and training to facilitate achieving operational, personal and family readiness.

Duties include but are not limited to:
Provides policy/program development including resource planning and development for the Navy's Family Readiness Work and Family Life (WFL) programs to ensure a high quality, flexible, support program of human services for active duty military and their families.These programs include Deployment Support, Exceptional Family Member Program, Ombudsman, Family Readiness Group, Relocation Assistance, Life Skills and Family Emergency Preparedness and Response.
Performs analysis, evaluation, and advisory assignments related to the effectiveness of line programs and efficiency of the management of operating programs.
Analyzes issues, identifies best course of action, determines potential impact on subordinate organizations, and recommends corrective action.
Conducts or researches issues that may require modification to regulations/policy.
Coordinates and prioritizes special projects for submission to Program Manager and/or higher authority.
Conducts detailed analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
Develops new methods, organizational structures, and management processes.
Counsels and advises program analysts on methods and procedures, management surveys, management reports, and control techniques.
Participates in interview panels, recommends, and approves hiring, promotions and reassignments.
Conducts detailed analyses of the structure and complex functions and work processes of the FFSP/WFL programs, and makes recommendations for improvement in the effectiveness and efficiency of the installation-level FFSP/WFL programs and work operations within assigned area of responsibility.
Drafts memoranda or other documentation, when required for leadership.
Prepares supporting documentation in the form of spreadsheets, Power Point presentations, databases, word documents for presentations and proposals by higher-level management.
Conducts presentations on subject matter related to the work area.
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Candidates must possess at least five (5) years of specialized experience working with Work and Family Life Programs within DoD (such as Deployment Support, Exceptional Family Member Program, Ombudsman, Family Readiness Group, Relocation Assistance, Life Skills and Family Emergency Preparedness and Response.
A qualified candidate possesses the following:
Knowledge and understanding of the requirements and operations of the Department of Defense (DoD) and Department of the Navy (DON) programs that support military families.
Knowledge of the Work and Family Life Programs within DoD, such as Deployment Support, Exceptional Family Member Program, Ombudsman, Family Readiness Group, Relocation Assistance, Life Skills and Family Emergency Preparedness and Response and practical methods to counter stresses affecting military and families.
Knowledge of family support programs such as Deployment Support, Exceptional Family Member Program, Ombudsman, Family Readiness Group, Relocation Assistance, Life Skills and Family Emergency Preparedness and Response, and Fleet and Family Support Management Information System (FFSMIS).
Knowledge of Federal and agency regulations; knowledge of specific organization's and program mission, as well as knowledge of pertinent laws, regulations and policies related to program/operations area in order to consider their impact on programs.
Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy-wide Fleet and Family Support Program.
Ability to apply qualitative and quantitative techniques for measuring and improving effectiveness, efficiency, and productivity of assigned programs.
Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which impact Navy or FFSP program goals and objectives.
Knowledge of research methods, information retrieval, and data organization for analysis, decision-making, and formulation of recommendations and policy. Research methods may include interviews, focus groups, working groups, surveys, and data search.
Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues.
Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.
Knowledge of management principles and practices including budget development and implementation.
Knowledge of techniques and formats required for effective communication with Political Appointees (PA), Members of Congress, Senior Executive Service (SES), and flag level officials as well as in drafting policies/programs.
Knowledge of CNIC's EEO policy and procedures.
Ability to analyze and prepare clear concise, and technically sound reports related to work within the Branch.
Ability to develop and effectively deliver presentations and/or training.
Ability to perform the full-range of supervisory duties.
Ability to communicate effectively both orally and in writing.
