These positions are within the Division of Budget Formulation (DBF), Office of Finance of Accounting (OFA). The incumbents in these positions serve as senior budget analysts, providing professional of budget principles and procedures in complex assignments. The incumbents in these positions report to the Director, DBF.
Duties
Budget Development, Formulation and Execution: Perform complex budget development, formulation and/or execution functions for substantive HHS programs or administrative budget areas. Monitor and reconcile commitments, obligations, reimbursable orders, etc. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Identifies issues and provides recommendations for resolution of complex problems. Work with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets. Recommend reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and legislative mandates. Review and interpret existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins. Provide authoritative interpretation, advice and assistance to program managers and budget staff.
Develop and Maintain Databases: Maintain complex databases, registers, and other accounting/tracking systems employed by the organization. Track obligations, expenditures and the flow of funds. Ensure fund availability for the processing of obligating documents.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: Experience displaying detailed knowledge of policies, precedents, goals, objectives, regulations, and guidelines to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones and analyze financial and budgetary relations to develop recommendations for financial and/or budgetary actions.
GS-13: Experience providing advice to senior leadership on budgetary and policy issues; Representing the Agency in discussions, meetings, and negotiations with the Office of Management and Budget and Congressional committee staffs; Implementing legislative strategies to provide accurate and comprehensive information to Congressional Appropriations Committees and staff to advance budgetary priorities; Reviewing legislative language to recommend technical assistance and drafting improvements; Interpreting appropriation bill and report language to provide appropriate instructions regarding Congressional directives; Preparing analysis and briefings for senior leaderships' use in deciding, explaining, and testifying about the annual budget; and Directing the development of the annual President's Budget by preparing guidance for internal stakeholders.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
