Duties

You will serve as a Budget Officer in the Headquarters Comptroller Division, Naval Special Warfare Command (NSWC). You will review use of funds and conduct realignments, manage the annual phasing plan, and manage the distribution of centrally managed program funding to Echelon III components. You will coordinate and prepare Headquarters and Centrally Managed program Budget Estimate Submission. You will manage labor and incoming reimbursable funding; to include reporting to higher headquarters within required timelines. You will ensure compliance with fiscal law, financial management regulations, higher headquarters directives, and published policy. You will facilitate the resolution of errors and common problems within the financial system of record.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NOAA) 2012, Section 1599d. This certification level must be achieved within prescribed timeline.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: develop and maintain a system of budgetary controls in support of the NSWC Headquarters Comptroller and will oversee the annual budget submission process; conducting rigorous financial analysis and delivering assessments and recommendations to leadership; AND building networks and alliances across a complex organizational structure.
