This position is located in the Criminal Division, Office of Administration, Information Technology Management (ITM) unit and serves as the IT Project Manager. The IT Project Manager works in support of key initiatives and IT programs that support strategic objectives and business needs within ITM.

Duties

As IT Project Manager, the incumbent: Works with ITM managers and Division customers to identify and analyze requirements for information systems, develop and modify project plans, and participate in phase, milestone, and final project reviews. Creates, implements, and maintains quality assurance processes for use across ITM projects. Creates documentation that includes process workflows, procedures, diagramming, project reports, metrics, policies, and more that exhibit polished writing skills. Partners with colleagues in different work units to assess how projects will affect workloads and identifies dependencies and possible issues across teams. During this planning process, develops and communicates clear and actionable deliverables. Serves as Contracting Officer's Representative on all assigned contracts. Interfacing with the contractor program managers to ensure performance, timing, and cost of all deliverables and representing the day-to-day priorities of Criminal Division (CRM). Fosters strong vendor relationships with external and internal service providers and team members. Manages the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Service Level Agreements (SLAs); Recommends appropriate products and services to ITM managers to define and track project scope, requirements, and deliverables. Recommends purchase or contracting for IT services, equipment, products, supplies, property, or other items. Assists with the management and reporting of Section 508 Compliance. Reviews and evaluates completed staff actions (Project Plans, Charters, and other related documents) for overall quality, with appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with DOJ policies. Qualifications

To qualify for the GS-13 level, applicants must have one year of specialized experience at, or equivalent to, the GS-12 grade level. Examples of specialized experience must include duties such as: managing IT projects in support of key initiatives and IT programs, including defining project scope, requirements and deliverables, developing and modifying project plans, and coordinating and monitoring project activities to mitigate risk; managing the procurement process as it relates to IT projects; and analyzing data to assess trends and support leadership in technology-related decision making. In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies: Attention to Detail: Interprets and applies Section 508 and related accessibility laws, regulations, and standards across a broad range of organizational activities and business operations. Customer Service: Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT Project Management information issues. Oral Communication: Coordinates inter-service and inter-division efforts and serves as a liaison to other groups to participate on or establish joint projects. Problem Solving: Identifies and reports knowledge gaps in project management documentation, prioritizes gaps, and develops plans to close gaps.
