This position is located within the Cyber Intelligence Directorate of the Office of Intelligence and Counterintelligence (DOE-IN) responsible for providing innovative cyber-centric intelligence support to the Department of Energy and the Nation's critical energy infrastructure. This mission includes providing Information Technology (IT) infrastructure, capabilities and technical support to the DOE Intelligence and Counterintelligence workforce.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-15, Supervisory Information Technology Specialist, you will:
As the Chief Information Security Officer (CISO) of the Department of Energy's Office of Intelligence and Counterintelligence, the incumbent will manage the work and goals of the federal and contractor staff responsible for implementing the organization's cybersecurity program.
Manage the Federal Enterprise Information Assurance (IA) team's policy and procedures for conducting the organization's Assessment and Authorization (A&A) Risk Management Framework (RMF) process.
Oversee the Security Operations Center (SOC) and Security Engineering Team for continuous monitoring of the protection and defense of DOE IN's Information Environment (IE).
Work closely with key stakeholders to implement cybersecurity requirements set forth by the Office of the Director of National Intelligence (ODNI) and the Office of the Chief Information Officer (OCIO) based on mission requirements.
Requirements

- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
Qualifications
BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-14 level in the Federal service. Specialized experience for this position is defined as:
Reviewing unclassified and classified systems are installed or maintained in a secure manner that meet or exceed mission requirements.
Reviewing IT security policies and procedures to ensure unclassified and classified systems are securely managed.
Assisting with processes that perform continuous auditing of unclassified and classified systems to ensure system vulnerabilities.
Identifying functional requirements and work with other IT entities to evaluate and make recommendations to address the problems.
