The Supervisory Program Analyst serves within the DCSA Chief Strategy Office as the Enterprise Analytics and Information (EA&I) Data and Analytics, Executive Program Manager and Deputy Chief Data Officer. Responsible for overseeing work including Enterprise Data Management, analytics and the formulations of analytics-based solutions, data maximization and business application, process evaluation, integration, capabilities assessment and services supporting national security interests.
Duties
As a SUPERVISORY PROGRAM ANALYST you will be responsible for the following duties:
- Developing and delivering holistic enterprise data management capabilities to implement the DCSA Data Strategy and maximize the ability to optimally leverage the Agency's data as a strategic asset and to drive agency transformation priorities.
- Providing principles, policies, processes, frameworks, tools, metrics, and oversight required to effectively manage strategic data and information assets to optimally deliver business value.
- Developing predictive analytic models to improve mission effectiveness and business
decision making across the Agency.
- Identifying, designing, developing, and implementing advanced analytic capabilities including Artificial Intelligence, Machine Learning and Natural Language Processing.
- Designing and implementing analytic reports and studies that support execution of DCSA's strategic objectives and tactical operations.
- Developing and recommending studies, new processes and policy changes, collecting and analyzing data to support recommendations, and developing procedures and program improvement designs to implement and support those changes.
- Providing data management and analytic tool and services acquisition support (e.g., facilitate purchase of data management and analytic tools and services, and development/creation of analytic tools and services requirements).
- Gathering data and subsequent analysis to provide responses to Congressional Inquiries, GAO Studies, and other accepted inquiries.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience providing oversight required to effectively manage enterprise strategic data and information assets; developing and delivering enterprise data management and analytic strategies; providing subject matter expertise and providing data-based solutions that drive transformation projects; developing and delivering training; providing tools and services acquisition support; executing innovative and advanced research; and performing first-level supervisory duties for a team.
Specifically you will be evaluated on the following competencies:
1. Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
2. Enterprise Architecture: Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
3. Information Resources Strategy and Planning: Knowledge of the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, interagency functional analysis, contingency planning, and disaster recovery.
