The Office of the International Transportation and Trade is the Secretary’s principle organization for the development, direction, and coordination of international transportation and trade policies; diplomatic programs and protocol activities; and functions as the focal point for review of major policy issues resulting from Department-wide international transportation activities.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience analyzing and evaluating the economic OR competitive impacts of U.S. transportation industry policies, regulations or provisions involving international transportation, international trade agreements or foreign direct investment; and preparing written analytical reports supporting this analysis. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience analyzing and evaluating the economic AND competitive impacts of U.S. transportation industry policies or regulations AND negotiated provisions involving international transportation and international trade OR foreign direct investment economic and competitive impact analysis and evaluation encompassing transportation and international trade; Preparing written analytical reports on analysis of economic and competitive impacts of U.S. transportation industry policies or regulations OR negotiated provisions involving international transportation and international trade OR foreign direct investment encompassing international transportation and international trade as a regular and recurring part of a job with minimal supervision. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence (International Transportation and Trade) - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform analytical, evaluative, advisory, or similar work pertaining to international transportation, trade, foreign direct investment, bilateral and multilateral agreements, goods and services, trade restrictions and controls, foreign market structures and trends, competitive relationships, negotiations, equity in industry practices, and protection of the public interest; works with, understands, and evaluates technical information related to the international trade transportation industry regulatory controls, operations, policies, and practices requiring a practical knowledge of economic theory and transportation economics, but does not require full training and professional competence in economics; advises others on technical issues. Influencing/Negotiating - Persuades others; builds consensus through give and take; gains cooperation from others to obtain information and accomplish goals. Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner using correct English grammar, punctuation, and spelling in a succinct and organized manner for the intended audience.
