The incumbent serves as the Chief, Business Analysis Division and is responsible for developing insights on how DeCA's customers shop and their service expectations. The goal of the incumbent's effort is to plan and organize Business Analysis and shopper/consumer insights program management activities that define and build one strong brand that connects with DeCA's customers. Directs the development of plans and consumer/shopper insights projects to support DeCA shopper initiatives.

Duties

Directs the development, execution, analysis, and socialization of plans and ad hoc consumer/shopper insights projects to support DeCA shopper initiatives. Ensures that projects/plans are actionable, and right-sized given the business risk/opportunity. Proactively facilitates the use of consumer and shopper research across the various organizational units to address strategic business issues within specific areas and/or DeCA wide. Identifies and defines shopper business issues and opportunities and the way in which research might be utilized to address those needs. Develops partnerships across DeCA to increase the impact of consumer and shopper insights. Advocates for the consumer ensuring they is represented in all DeCA business decisions. Provides technical guidance in the overall accomplishment of the Agency's sales business plan and annual price comparison. Provides day-to-day oversight of the Business Analysis Division. Devise methods to improve efficiency of operations and makes recommendations to the Executive Director, Sales and Marketing and to HQ DeCA staff for appropriate changes. Oversees the data extraction from multiple source systems and utilizes a wide range of custom built and commercially available applications and software packages to produce tailored reporting Read the entire announcement before starting the application process.

  • Physical Demands. The incumbent's work is primarily sedentary and requires no special physical demands. The work rosy also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. Experience: One (1) year of specialized experience equivalent to the GS-13 grade level by the closing date of this announcement. Examples of qualifying experience include: Provides technical guidance in the overall accomplishment of the DeCA's sales business plan and annual price comparison. Develops and drives the operations and business metrics process and ensures action items are addressed appropriately. Communicates to executives and other key stakeholders the strategies driving the Business Analysis Division programs, a vision and roadmap for future growth, and provides ongoing status updates across initiatives. Complete staff actions such as memorandums, information papers, Customer Comment Program responses and Congressional Inquiries, and Business Cases when requested You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
