You will serve as a COMPUTER SCIENTIST in the Software Branch of NAVOCEANO BAY ST LOUIS. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will perform system administration tasks to manage and maintain the IT environments supported by the N64 Division. You will install, configure, troubleshoot, and maintain server and systems configurations (hardware and software) to ensure their confidentiality, integrity, and availability. You will administer server-based systems, security devices, distributed applications, network storage, messaging, and perform systems monitoring. You will assist with the creation of schedules, Plans of Actions and Milestones (POA and M) using technical expertise.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 within 12 months of appointment.
  • Participate in a continuous learning program as described in SECNAVINST 1543.2. The incumbent must earn a minimum of 40 hours of CYBER IT/CSW related credits annually.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS or OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Overtime may be required to meet emergent customer needs.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing system / software administration tasks (i.e. installing, patching, configuring, integrating, testing and monitoring) of Java web applications, web server technologies, and relational database management systems (RDBMS) on Linux operating systems. Evaluating and implementing compliance strategies for information assurance vulnerabilities (IAVs), and monitoring system to ensure operational availability. Configuring and utilizing software based computer protection tools such as software firewalls, anti-virus software, anti-spyware. Identifying system/server performance, availability, capacity, or configuring problems. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

3 years of progressively higher-level graduate education leading to a Ph.D. degree
