The Chief Information Officer (CIO) serves as principal advisor to the Deputy Under Secretary and Under Secretary on information resources and information systems management, leads and directs the Bureau of Industry and Security's (BIS') information technology program, and delivers "Cross-Bureau" business value by establishing common enterprise IT services.
Duties
The incumbent of this position serves as the Chief Information Officer (CIO) for the Bureau of Industry and Security (BIS). As CIO, the incumbent is responsible for providing executive leadership and overall direction to BIS information technology systems and support functions. This includes the programs of helpdesk support service, system investments and security, licensing and export support systems, software and system development, maintenance and enhancements. The incumbent directs these programs through subordinate offices, reviews and evaluates the adequacy and effectiveness of these programs, and is accountable to the Under Secretary and Deputy Under Secretary for the level of services provided. The incumbent ensures these programs are effective and in compliance with information technology policies and internal controls, and the Federal Information Security Management Act.
The CIO responsibilities include overseeing and enforcing applicable Federal laws, regulations and statutes that address
information systems, their management, acquisition, and support.
Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

Professional/Technical Qualifications:
Demonstrated executive level experience in providing guidance and counsel on Information Technology (IT) to top-level executive management of a large, complex organization, aligning IT program management activities with mission priorities, and leading an IT workforce to deliver on those mission priorities.
Demonstrated expert knowledge of principles, methods, and techniques used in planning, designing, developing, implementing, supporting and analyzing information technology systems and services in a large, complex organization.
Demonstrated experience in using IT to improve the efficiency and effectiveness of mission execution at the enterprise level, including the ability to re-engineer business processes and resolve difficult problems.
