About the Position: Position(s) will be filled under the Department of the Army Pathways Recent Graduates Program. Click here for more information on Pathways program participation. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). This position is located in the Army Futures & Concepts Center - G-3/5/7 Analysis Division.

Duties

Defines problems, issues, and questions relating to macro-level analysis to ensure requirements are clear and time is not lost because of misinterpretation of needs. Formulates methodology to answer the question(s) and moves out to develop the database and evaluate the required computer analytical models, simulations, or decision support systems. Keeps abreast of developments in operations research/systems analysis and simulation techniques. Leads/co-leads the doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) study and analysis necessary to support the Joint Capabilities Integration and Development System (JCIDS) process.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Qualifications

Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than 9 months. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion Applicants can be selected at either the GS-07, GS-09, GS-11, or GS-12 level. The target grade of this position is GS-12. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). Incumbent may be non-competitively converted to competitive service upon successful completion of program requirements after two years. To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07 Specialized Experience: One year of specialized experience which includes utilizing models for standard, non-complex simulations to simulate real world environments of many variables. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience which includes applying methods and techniques used in operations research studies to recommend those suitable for producing explicit findings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes applying knowledge of methods and techniques used in operations research studies to recommend those suitable for producing explicit findings and discriminating evaluations and analyses. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-09. OR Education: Master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Qualifications continued:
GS-12 Specialized Experience: One year of specialized experience which includes applying knowledge of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices and knowledge of one or more specialized areas of operations research sufficient to apply new analytical developments, methodologies, and research findings to studies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
OR

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
