This position is located at Bureau of the Fiscal Services (BFS), Disbursing & Debt Management, Deputy Assistant Commissioner, Federal Disbursement Service, Payment & Print Solutions Division. As a Management and Program Analyst, you will serve and support the Payment Automation Manager (PAM) and legacy mainframe payment process.
Duties
As a Management and Program Analyst, you will:
Evaluate new and evolving payment processes, procedures, and customer needs, as well as making recommendations for improvement in accordance with FS rules, regulations, policies, guidance, and security requirements; moreover, consideration is given to new legislation or Agency policies.
Provide objectively-based information affecting major operational and customer support aspects of this mission-oriented payment program.
Develop new or modified work methods, guidelines, management processes and procedures on a program or process basis.
Analyze, evaluate, and/or improve, and report on the effectiveness and results of customer support and program operations in meeting established goals and objectives.
Provide recommendations for improving methods, and procedures for work projects, including records, communications, directives, forms, files, documentation, and automating work processes applying established or recommending new approaches.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
-Performing various program analysis and research techniques; AND
-Providing recommendations to improve part of a process; AND
-Presenting analytical findings clearly both verbally and in writing; AND
-Assisting customers with information and issue resolution.
OR You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.
