About the Position: Position is located in the Mission & Installation Contracting Command, Enterprise & Installation Operations, Contract Management Division, Ft. Belvoir, Virginia. The Mission & Installation Contracting Command Fort Belvoir supports Installation and Garrison operations on Fort Belvoir and other Installations in the National Capital Region.
Duties
Responsible for planning, negotiation, award, and administration of contracts in support of contracting supplies, services including construction, utilities, commercial activities, and agreements via any authorized contracting method.
Plan, guide, and control work within the framework of basic statutory, regulatory, and procedural guides, regulations, policies, and procedures including technological changes affecting the products/services procured.
Make changes in division functional alignment, balancing workload among subordinates to increase effectiveness of operations.
Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality, and quantity of standards, procedural, policy and regulatory compliance, and technical competence.
Advice higher-level management officials of problems involving the relationships of the operations supervised to broader programs and their impact on such programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires Temporary Duty (TDY) 10% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires a one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- One year trial/probationary period may be required.
- You may be required to obtain and maintain a contracting warrant.
- Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: is defined as one year of experience equivalent to the GS-13 grade level in the Federal Service which includes: 1.) interpretation and application of acquisition law, policies and regulations; 2.) development of complex contracting acquisition government packages using a variety of approaches; 3.) applying acquisition strategies to include planning, execution, negotiation, administration, closeout and termination of all contracts; 4.) evaluating contracting process and procedures to ensure the most effective and efficient overall operations of the activity.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
