The Senior Research Economist is in the Office of Tax Analysis and is the authoritative economic expert on a number of issues regarding Federal taxation and the Administration's tax policies. Coordinates development of distributional analyses and equity analyses that involve estimates of how the federal tax system and proposed changes in tax law affect the distribution of after-tax income across families in different income groups and across families of different racial and ethnic compositions.

Duties

Team Leader: Lead Office of Tax Analysis (OTA) economists in the development of, and analysis from, OTA's distribution models, including methods to analyze distributions by the racial and ethnic composition of the units of analysis.

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. MANDATORY TECHNICAL COMPETENCY QUALIFICATIONS (TQs): In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. Technical Qualifications (TQs)-- Your résumé must show that you possess the following TQs: 1. Expert knowledge of distributional analysis, which includes the ability to develop and use microsimulation models to analyze and estimate distributions across income groups of outcomes such as tax burden, tax benefits, and after-tax income and to conduct highly technical studies to develop and implement improvements to such models. Taxes analyzed should include the individual income tax, the corporate income tax, the estate tax, and excise taxes. 2. Expert knowledge of equity analysis, which includes the ability to develop and use microsimulation models to analyze and estimate distributions across different racial and ethnic groups of outcomes such as tax burden, tax benefits, and after-tax income and to conduct highly technical studies to develop and implement improvements to such models. Taxes analyzed should include the individual income tax. 3. Expert knowledge of economic estimates and analyses-which may include revenue or other effects (excluding analyses focused on the distribution of outcomes across income groups or across different racial and ethnic groups)-related to tax policies being considered or developed by the Administration, Congress, or others.

Education

Basic Requirements for Economist, 0110

You must meet the following requirements by the closing date of this announcement.

A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR

B. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
