Duties

Serve as Senior JLLP Analyst and advisor to the Commander by providing expert advice on the policy, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning, development, modification, execution, engagement, evaluation and analysis of JTP events and JLLP collections in support of the Commands' individual and collective training in order to improve the Commands' readiness posture. Serve as the Subject Matter Expert for the NORAD and USNORTHCOM's Joint Lessons Learned Program (JLLP). Plans and organizes analysis efforts within the NORAD and USNORTHCOMIJ7 Training and Exercise Directorate, to identify the Commands' training shortfalls and their inclusion into future training. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions within NORAD and USNORTHCOM, the assigned Service Component Commands, Sub-Unified Commands, NORAD Regions, and adjacent Combatant Command's leadership, supervisors, customers, and co-workers; conduct or lead conferences.

  • Leave accrual may be authorized upon request.
  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • Required to be on phone recall and 2 hour standby.
  • Will occasionally be required to work holidays, weekends, and non-standard hours to support military operations.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, andIor holidays, and may be required to work overtime.
  • This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
  • This position is eligible for situational telework.
  • All federal employees are required to have direct deposit.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing comprehensive knowledge of local, state, and federal agencies organization, structure and plans as related to homeland defense, homeland security, crisis management, defense support of civil authorities, consequence management, civil disturbance, etc., as well as an understanding of highly classified operational plans. Extensive knowledge of current military law, joint doctrine, joint plans, policies, and practice. Mastery knowledge of advanced program-related principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve problems not susceptible to treatment by standard methods including advance trouble-shooting of complex and sensitive problems and issues. Advanced ability to innovatively apply cutting edge business practices and technology to streamline program(s) resources needed to successfully achieve goals and objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in training, exercise and education program management. Ability to interpret military law, joint plans, policies, and practice. Knowledge of crisis response processes and controls systems. Knowledge of security policies and procedures. Skill in the use of automated systems utilized to track data. Skill in oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITONAL CONDITIONS OF EMPLOYMENT: This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment.
